Heather FulfordA Reader atAberdeenBusinessSchool (RobertGordon University) and Academic Director of its Centre forEntrepreneurship, Dr Heather Fulford hasheld previous academicposts at the University of Surrey andLoughborough University,where she is still a VisitingResearch Fellow. Heather has worked asa translator, and also as aresearcher on a numberof EU-funded translationsoftware design anddevelopment projects.The current TranslatingDivision Chair, she is alsoa member of the CIOLCouncil, the CharteredLinguist AdmissionsCommittee and theThrelford Committee. Heatherhas publishedarticles in academic andprofessional journals on arange of translation,terminology, informationtechnology, and smallbusiness managementtopics, and presentedpapers at manyinternational conferences. 34 TheLinguistFEBRUARY/MARCHwww.iol.org.ukINSTITUTE MATTERSCOUNCILNEWSChair of Council Tony Bellreportson the meetings of 24 September and26 NovemberAt the Council meeting on 24September, which was concernedlargely with ongoing matters,rather than new business, Councilreceived a report on the successfulMembers' Day held the previousSaturday, 17 September, inDurham. The Threlford Lecture hadbeen given by Richard Hardie (seeTL50,6) and Council confirmed theappointment of Mr Hardie as anHonorary Fellow of the Institute. At the following meeting, on 26 November, Council received areport on the Language Show in Earl's Court, London on 21-23October. This is an opportunity toshowcase the CIOL, involving agreat deal of effort on the part ofstaff both in preparation and at theevent itself, and also of membersassisting at the show. Councilnoted that many visitors had cometo the CIOL's stall during the three-day event. Visitor questionnaireresponses indicated a high level ofsatisfaction with the informationand advice provided. Council approved the new StaffHandbook, subject to a smallnumber of amendments to bemade following the meeting. Thehandbook had been in preparationfor some time, with advice fromexternal HR consultants, and hadinvolved extensive consultationwith staff. Council also approved andadopted a revised DisciplinaryFramework and Procedures (DFPs).The DFPs being replaced had beendevised for the National Registerof Public Service Interpreters(NRPSI) as well as to the CIOL. Thiswas no longer applicable followingthe separation of NRPSI from theCIOL when NRPSI became anindependent company in April2011. Council took the opportunityto make a number of additionalamendments it considerednecessary, but the revision was, forthe most part, an updatingexercise. Council agreed that amore extensive review should becarried out in the coming year. Theamended Disciplinary Proceduresare available on the CIOL website. The Strategic Plan 2012-2014,which had been in preparation sincequite early in the year, wassubmitted for approval. Evolvingdrafts had been worked on byworking groups comprising CIOLstaff, a number of Council membersand other Institute members. The Strategic Plan was adoptedby Council and it was agreed that itshould be made available inappropriate ways to CIOLmembers, and also made use of indissemination of information aboutthe Institute. The Operational Planto reflect and implement theStrategic Plan was expected to bepresented to Council at its nextmeeting, in February 2012. For amore detailed account of theStrategic Plan see page 7.It is worth noting that at eachmeeting Council receives minutesor oral reports from Committeesand Boards: the Executive,Applications, Chartered LinguistAdmissions and Equality andDiversity committees, the EditorialBoard of The Linguist, the IoLET(Educational Trust) Board and theExaminations Review Board.Brooke Townsley resigned fromCouncil on 26 November. He was aVice-Chair of Council and a Directorof NRPSI 2000 and also resignedfrom those positions.Fabio Boccio Director of Studies at Studioitalia, anItalian language school in Rome, Dr Fabio Boccio teaches Italian to foreignmanagers for Eni Corporate University.He speaks six languages and previously taught Sanskritat the University 'La Sapienza' of Rome.
